Jasc Paint Shop Pro. I used PSP 9
but this should work equally well in other versions.

Tubes of choice. I am using PTU art by Barbara Jensen

Font of Choice - I used CableTV
Outside Filters - dsb flux - Bright Noise

Download supplies Here
Download and place supplies in appropriate folders
New Image - 550 X 550
Flood fill with white
Open each card layer in the deck
copy and paste as new layer
Use your Free Rotate to move them
as needed to simulate a hand of cards
I moved the Jack about 5 degrees
as well at the King and moved the Ace
about 7 degrees.
Close your bottom layer out
and merge visible
Add a drop shadow of choice
I used :

Select the interior rectangle of your Ace
with the magic wand
Selections - Modify - Expand by 2
Open your the tube you want to use
and rotate the same # of degrees that
the Ace was rotated
Copy and paste as new layer
Selections - Invert and hit your Delete key
Selections - Select None
Layers - Merge- Merge Down
Duplicate your card deck
Make the original card deck the active layer
Adjust - Blur - Guassian Blur 15.00
Effects - Plug ins - Penta.com - Dot and Cross:

Highlight your copy of the deck
and resize 90%
Copy and Paste your second tube and move into place
Duplicate layer and make original tube layer active again
Repeat blur and plugin effect used on cards
Make copied tube active and resize and move slightly
up and to the right
See my tag for reference
Close off duplicated layers of tube and cards as well as background
Make sure one of the two open layers is active
Layers - Merge - Merge Visible
Reopen closed layers
Add optional word art if desired
If you do not wish to animate your tag
then resize, add copyright and tagger info
and name; then save your tag and you are done!
Optional Animation Steps~
1. Make sure you resize to the finished tag size of choice
2. Add copyright and tagger info AFTER resizing, not before
3. Move Word art layer down just above your blur/Dot cross layer
and merge down
You should now have a Copyright layer, a tube layer,
a card deck layer, a blur/dotcross layer with word art
and your background layer
I chose to merge my tube and card deck to make one less layer to deal with
4. Rename your layers for identification purposes.

Duplicate your blur layer 3 times so that you
have a total of 4 blur layers
Make the bottom blur layer active
Effects - Plug Ins - dbs flux - Bright Noise

Make the next layer up active and use the same
effect but change the # to 20
Do the remaining 2 layers, moving the # up by 5 on each one
You can also do this with your name layer if you like :0)
Just be sure to keep things labeled and organized so you
dont get lost when you get ready to animate it in Animation Shop
The key to animating is staying organized!
Close off all duplicated blur layers
Edit - Copy Merged
In Animation Shop, Edit - Paste as New Animation
Back in PSP, close off original layer and open next layer up
Copy merged again and Paste after current layer in Animation Shop
Repeat these steps until all layers of noise have been used
In Animation Shop, View Animaion. If you are happy
Save your work.
